The tax clearance certificate, form ITF263, is the document that tells anyone paying your company that the company is current with the revenue authority. Its absence has a direct price: where no valid tax clearance is produced, 30% is withheld from amounts payable to you. That is not a penalty for wrongdoing, it is the default treatment, and it applies to money you have already earned.
For a company whose owners are not in Zimbabwe this is the single most expensive thing to let slip. Your customer does not chase you about it. They simply pay you seventy cents in the dollar and remit the rest, and you find out at the end of the quarter.
The certificate is issued once your obligations are met, which means the returns filed and the tax remitted. The revenue authority auto-generates it for a compliant client and emails it out, and it charges no fee for issuing it. How long it runs depends on how the authority classifies you. For taxpayers classified as large and medium clients the certificate expires on 31 December each year. For everyone else, and that is most newly registered companies, it runs for twelve months from the date it is issued. Clearances are handled through the revenue authority platform rather than at a counter. A claim circulating elsewhere that the certificate is valid for one month and has to be renewed monthly is contradicted by the authority page itself.
A clearance runs for twelve months from issue for most companies, and to 31 December for a taxpayer classified as a large or medium client. Renewing it means being current at the point it is due, which in practice means the monthly and quarterly filings behind it have been done all year. That is why the renewal is cheap when the compliance retainer is running and painful when it is not: a company with twelve months of unfiled nil returns has to file them all before a certificate is issued.
